The Hellenic Chips & Circuits Center is a research center focused on semiconductor design. It won't manufacture chips from scratch (that requires billions), but will design the circuits that will then be produced in factories across Europe.

The pandemic revealed how dependent Europe is on Asian chips. Car manufacturers halted production, factories shut down. The European Chips Act allocates €43 billion to change this, and Greece is claiming its share.
The HCCC operates as a hub connecting research and industry. Participants include NTUA, the University of Patras, and the Technical University of Crete, along with startups and multinationals seeking talent in chip design.

Chip design requires knowledge of electronics, semiconductor physics, and VLSI design. Greek universities are already adapting their programs. New master's degrees in microelectronics are launching in 2026-27.
Salaries in the sector are among the highest in tech — a chip designer with 5 years of experience can earn over €100,000 per year. This creates an incentive for Greeks to return from Silicon Valley and Germany.
